Sets the base date. All subsequent dates are calculated as the sum of the base
date and the given date value.
This function can only be called from the VwStreamSection function.

dwBase
Base number of Julian days to be automatically added to dates. All dates are
entered in Julian day format in the following manner:

Formats supporting dates before 1582 are not supported.
