WH_FOREGROUNDIDLE Hook
The WH_FOREGROUNDIDLE hook enables you to perform low priority tasks during
times when its foreground thread is idle. Windows calls a WH_FOREGROUNDIDLE hook
procedure when the application's foreground thread is about to become idle.
